Subject: problems with unemployment payments

I am having a problem with the way my unemployment payments are being handled.
This ongoing problem, but the most recent is deductions that are being taken from my weekly payment.

In January I received a letter in the mail telling me I owe $1950 due to overpayment. There were two other numbers, (317-233-4838) and (317-233-4839) that I was suppose to immediately contact. Both of those numbers had mail boxes that were full so I wasn’t even able to leave a message. I tried to call the number on the bottom of the paper (800-437-9136), but only got an automated message telling me to visit the website. I have left numerous messages, sent e-mails and have been on hold extended periods of time. It is very frustrating to not be able to talk to a live person. If by chance you do get to talk to someone, many times I have been told “I’ll get back with you” and that is usually where it ends.
I went to the WF1 office in Richmond Indiana and they told me I was paid out of the wrong account. They are treating this as if I was paid twice for each of those weeks. I have my bank records to prove I wasn’t. Now I am being told I will not be reimbursed for the money they are taking back.
The past 3 weeks my check has gone from $390 to $195, and this week I only received $76. When I checked my account balance of available funds, there is still $6761 dollars available in my account. What recourse do I have?
I just don’t understand why, if they paid me out of the wrong account, they just can’t transfer the money from one account to the other without deducting it from my weekly payment. It is as simple as a bank transaction. I am sure banks have many more customers than DWD department.
